Japan rice producers debate stockpiles and production shifts

Agricultural leaders and regional governors in Japan are debating strategies to manage rice surpluses and price stability. While the Ministry of Agriculture, Forestry and Fisheries announced a plan to repurchase 210,000 tons of rice to bolster food security, governors from production regions such as Niigata, Akita, and Yamagata are calling for the government to restore stockpiles to a level of 1 million tons.

Critics argue that the push for higher stockpiles may be intended to reduce inventory held by agricultural cooperatives (JA) and prevent price drops, rather than purely for food security. Some analysts suggest that maintaining high rice prices could lead to increased imports, potentially undermining long-term food security.

In Niigata, JA Niigata Chuo-kai has requested provincial support to transition production toward non-staple uses. Chairman Yoshinori Ito urged the prefecture to promote the use of local rice for processed goods, such as rice crackers and sake, to better align production with actual market demand.
