Overview
Following historic price spikes in 2024–2025, Japanese producers initially planned to expand staple rice planting across 20 prefectures by approximately 100,000 hectares for the 2026 crop year. This expansion aimed to capitalize on higher prices, though it raised concerns regarding potential oversupply.
By August 2026, the market shifted from shortages toward a surplus, with private rice inventories reaching a record 2.43 million tons. This surplus has led to a potential collapse in rice prices, with some regions reporting advance payments from agricultural cooperatives that have dropped nearly 50% compared to the previous year. In Miyazaki and Kochi, similar significant declines in advance payments have been reported.
In Niigata, JA Zen-Noh has set the collection price for Koshihikari rice at 18,500 yen per 60kg, a 40% drop from the previous year. This rate falls below the estimated production cost of 20,535 yen. In Fukui Prefecture, JA Fukui has also implemented significant reductions, setting Koshihikari at 17,000 yen per 60kg, a 12,000 yen decrease from the previous year.
The surplus is driven by increased production and a shift in consumer behavior; following previous price hikes, many consumers transitioned to imported rice or alternative staples like bread and noodles. This volatility, combined with a 30% increase in production costs for fertilizer and pesticides, has created severe economic pressure. Experts, including Professor Nobuhiro Suzuki of the University of Tokyo, warn that without government intervention—such as repurchasing reserve rice—the drop in income could lead to the abandonment of rice cultivation, posing a long-term risk to Japan’s food security.
