Japan to implement new tax-free shopping rules for tourists
Starting November 1, Japan will transition to a post-departure tax refund system for foreign visitors. Under the new regulations, tourists will be required to pay the standard consumption tax upfront at the point of purchase and can only claim a refund after passing through customs at ports or airports before leaving the country.
The policy change aims to curb fraudulent practices where individuals purchase large quantities of tax-free goods and illegally resell them within Japan. While the current system allows eligible travelers to buy items without the 10 percent consumption tax, authorities have identified loopholes that facilitate domestic resale.
To manage the transition, Tokyo Customs has demonstrated new procedures at Haneda Airport, including the use of dedicated terminals and passport scanning machines. Seven major international airports, including Narita, Kansai, Chubu, Fukuoka, New Chitose, and Naha, will facilitate these refunds through dedicated smartphone websites to mitigate potential congestion and long queues during peak travel times.
