Japan to implement new tax-free shopping refund system on November 1
Japan will transition to a new tax-free shopping system for international travelers starting November 1, 2026. Under the new “refund method,” tourists will pay the tax-inclusive price at the point of sale and receive a consumption tax refund after customs officials verify the goods are being taken out of the country at the airport.
The shift aims to curb fraudulent activities, such as the local resale of tax-free goods, which has previously impacted major retailers. To ease the transition, the government is relaxing certain requirements, such as eliminating the distinction between general and consumable goods and removing purchase limits for consumables.
Several automated services will support the new process at major airports. Cash Japan will offer services at Chubu, Fukuoka, Kansai, Kobe, Narita, and New Chitose airports, while the “Self Tax Refund” service, a collaboration between Japan Airport Terminal and Glory, will operate at Haneda, Narita, and Naha airports. Travelers should note that service fees will apply, and they must complete customs verification before seeking their refunds.
