Madrid hosts 30th Ibero-American Summit amid diplomatic tensions

The 30th Ibero-American Summit of Heads of State and Government is taking place in Madrid, Spain, on November 4 and 5, 2026. The summit, presided over by King Felipe VI, brings together representatives from 22 Ibero-American community countries to address global challenges such as digital transformation, education, and disaster risk reduction.

Notable absences include the presidents of Brazil and Mexico. Argentine President Javier Milei is attending the summit but is not scheduled for a bilateral meeting with King Felipe VI or Spanish Prime Minister Pedro Sánchez, despite ongoing diplomatic friction between Milei and Sánchez. Milei is, however, scheduled to meet with Santiago Abascal, leader of the Vox party.

Dominican Republic President Luis Abinader is participating in the summit with an extensive agenda, including meetings with the president of Costa Rica, Laura Fernández, and executives from the Development Bank of Latin America and the Caribbean (CAF) and the European Investment Bank (BEI). Other attendees include UN Secretary-General António Guterres and various heads of state from countries including Chile, Honduras, and Guatemala.
