José Serrano returns to Ecuador following deportation from the United States
Former Ecuadorian Interior Minister José Serrano has returned to Ecuador following his deportation from the United States. U.S. authorities clarified that his removal was due to immigration violations rather than an extradition request related to his legal troubles in Ecuador. Serrano had been in the U.S. since 2021 on a tourist visa and was detained by ICE in August 2025 following a traffic violation.
Upon his arrival, Serrano was transferred to the El Encuentro maximum-security prison in Santa Elena. He is currently under preventive detention as part of the investigation into the assassination of presidential candidate Fernando Villavicencio, in which prosecutors allege he played a strategic role in the planning and financing of the crime.
Serrano has issued a letter through social media alleging systemic torture and mistreatment at El Encuentro. He claims he has been denied access to potable water, basic hygiene products, sunlight, and medical care for his diabetes. He also reported being subjected to verbal abuse and physical aggression, including injuries to his fingernails.
Interior Minister John Reimberg has dismissed these claims, stating that Serrano is being held alone in a cell and is not in physical danger. Additionally, the National Service for the Attention of Persons Deprived of Liberty (SNAI) stated that Serrano’s social media posts were likely managed by third parties outside the prison, as mobile devices are strictly prohibited within the facility.
