Deportation and detention of José Serrano in Ecuador

Overview

Following his deportation from the United States due to immigration violations, former Ecuadorian Minister José Serrano is being held under a preventive detention order at the El Encuentro maximum-security prison in Santa Elena. U.S. authorities clarified that his removal was not due to an extradition request, but followed his detention by ICE in August 2025 after a traffic violation while in the country on a tourist visa.

Serrano remains a primary suspect in the ‘Magnicidio FV’ investigation concerning the August 9, 2023, assassination of presidential candidate Fernando Villavicencio. Prosecutors are investigating him as a potential intellectual author who may have played a strategic role in the planning and financing of the crime.

Serrano has publicly denounced his treatment, alleging systemic torture, physical injuries, and a lack of access to medical care for his diabetes, as well as insufficient potable water, sunlight, and hygiene products. In response, Interior Minister John Reimberg dismissed claims that Serrano’s life is in danger, and the National Service for the Control of Persons Deprived of Liberty (SNAI) disputed his allegations regarding communication methods.

Three years after the assassination, the legal proceedings regarding the masterminds behind the killing are approaching a potential resolution. An Ecuadorian judge is currently deliberating whether to send seven individuals to trial as the alleged intellectual authors of the assassination.
