Dominican Republic President issues decree regulating 2026-2027 sugar harvest
President Luis Abinader has promulgated Decree 719-26 to establish regulations for the 2026-2027 sugar harvest. The measure aims to strengthen the national economy, ensure domestic supply, and fulfill international export commitments through strict state oversight.
Under the new rules, the Dominican Sugar Institute (INAZUCAR) will exercise control over foreign trade. No shipments of sugar, molasses, or subproducts may leave the country without an official permit. Additionally, Certificates of Eligibility for Quotas (CQE) for the United States market will only be granted to authorized producers, expressly prohibiting issuance to unauthorized third parties.
Sugar companies are required to provide detailed reports of international sales, notifying authorities within eight days of transactions in markets such as the United States and the European Union. The decree also mandates that mills prioritize local supply and operate under specific milling and production programs.
