Juárez mayor's administration files amparo to block disclosure of relatives' salaries

The municipal government of Ciudad Juárez, headed by Cruz Pérez Cuéllar, who is governing on licence, has refused a transparency request concerning the salaries of any of the mayor’s relatives who earn more than 80,000 pesos per month. Instead of providing the information, the municipality filed an indirect amparo before the Federal Judiciary. After losing the case, it lodged a petition for review with the Tribunal Colegiado del Decimoséptimo Circuito on 8 June 2026, contesting the 21 May 2026 ruling that ordered disclosure.

The ongoing litigation consumes public funds and judicial resources, and the city’s residents remain unaware of how many of the mayor’s family members are on the municipal payroll and the amounts they receive.
