Kazakhstan seeks global AI governance based on Washington Model
Kazakhstan President Kassym-Jomart Tokayev is advocating for the international adoption of the ‘Washington Model’ for artificial intelligence governance. This model, based on a voluntary accord between the U.S. government and major tech companies, emphasizes internal controls and external oversight. Tokayev suggested that this framework could eventually serve as the foundation for a United Nations-backed treaty.
During the AI & Digital Bridge 2026 forum in Astana, Tokayev emphasized that AI should complement rather than replace human intelligence. He proposed an ‘AI Challenge’ to identify real-world industrial needs and cautioned against excessive regulation that might drive talent and investment away from the country.
To support these goals, Kazakhstan has designated 2026 as the Year of Digitalization and Artificial Intelligence. The country has also established a Ministry of Artificial Intelligence and Digital Development to oversee its growing technological ecosystem.
