Kazakhstan artificial intelligence development
Overview
Kazakhstan is pursuing a national strategy to establish itself as a regional hub for artificial intelligence. As part of the designated “Year of Digitalisation and Artificial Intelligence,” the government has implemented an action plan through 2029 to integrate advanced technologies into sectors such as healthcare, energy, and public services. Key developments include the establishment of a Ministry of Artificial Intelligence and Digital Development and the passage of legislation governing AI, making Kazakhstan the second jurisdiction after the European Union to do so.
During the AI & Digital Bridge forum in Astana, President Kassym-Jomart Tokayev emphasized that the value of AI lies in augmenting human capabilities and improving production efficiency. The nation aims to transition from a traditional economy to one driven by AI, focusing on modernizing its manufacturing sector and moving up the global value chain. Digital Development Minister Zhaslan Madiyev stated that the country is working to develop all five layers of the AI economy: energy infrastructure, chips, cloud platforms, language models, and applications.
Kazakhstan’s IT sector is already demonstrating international growth, with IT service exports exceeding €860 million last year. As the technological landscape shifts from conversational chatbots toward autonomous AI agents capable of executing complex workflows—such as managing invoices or technical incident analysis—experts note that true economic impact occurs when AI becomes a fundamental tool for livelihood and production rather than a mere novelty.
