Keiko Fujimori urged to apologize for Juliaca protest deaths

Lawyer César Quispe Calsín, representing victims of the January 9 killings in Juliaca, said the victims are demanding that President‑elect Keiko Fujimori formally apologize on behalf of the Peruvian state. He emphasized that reparations and sanctions against those responsible are also required, citing recommendations from the Inter‑American Court of Human Rights and the Inter‑American Commission on Human Rights.

Quispe warned that without an apology, dialogue on development projects in southern Peru – including basic water and sanitation works – will remain stalled. He criticised local mayors for not advancing victims’ demands and cautioned against any militarisation of the Puno region.

The lawyer expects a message from Fujimori on July 28, noting the uncertainty surrounding the president‑elect’s response and the broader political climate.
