Kenya initiates crackdown on foreign small-scale traders

Kenya has initiated a crackdown on foreign nationals engaged in small-scale retail and hawking, following a directive from President William Ruto. The measure, which took effect on September 7, aims to reserve low-capital trading activities for Kenyan citizens. The government is currently considering the Local Content Bill, 2025, in Parliament to further regulate foreign business participation.

The directive has caused significant anxiety among foreign residents, particularly Burundian nationals. Hundreds of Burundians have gathered at their embassy in Nairobi seeking travel documents to return home, citing fears of police arrest and threats from local neighbors. In response, the Burundi government has announced plans to facilitate the repatriation of its citizens via buses.

Government officials, including Trade Cabinet Secretary Lee Kinyanjui, have clarified that the policy is not a blanket ban on foreign investment but a targeted enforcement against those violating visa and work permit conditions. Kinyanjui emphasized that visa-free entry does not grant the right to engage in unauthorized trade. Meanwhile, political leaders like Kalonzo Musyoka have warned that the crackdown could damage diplomatic relations with neighboring countries.
