Kingcoast Albania megaproject threatens Divjakë‑Karavasta protected area

A confidential development plan called “KINGCOAST ALBANIA” proposes building a new city for roughly 50,000 residents and a large luxury resort inside Albania’s Divjakë‑Karavasta National Park. The master‑plan details a city covering about 9.4 million m², a resort of roughly 5 million m², marina facilities and multiple entry points along the lagoon.

According to Albanian economist Enea Janko, documents published in the book “Albanian Files” show that construction work has already begun on the site despite the absence of any official approval. The project is linked to a company owned by businessman Behgjet Pacolli and is reportedly funded by the Albanian State Development Fund and the Divjakë municipality. Critics demand full public consultation, environmental impact assessments and transparency, warning that the scale of the construction could damage the park’s ecosystems, which have national and international significance.
