Koperasi Desa Merah Putih regulation issued for subsidized goods distribution
The Indonesian government has issued Presidential Regulation (Perpres) Number 82 of 2026 regarding the management of Koperasi Desa/Kelurahan Merah Putih (KDKMP). This regulation establishes the legal framework for the cooperatives to distribute subsidized goods and strategic commodities, such as SPHP rice, 3kg LPG, subsidized fertilizer, and MinyaKita, directly to the village level.
Minister of Cooperatives Ferry Juliantono clarified that KDKMP managers will hold the status of State-Owned Enterprise (BUMN) employees rather than civil servants (ASN). These managers will operate under a Fixed-Term Employment Agreement (PKWT) scheme managed by PT Agrinas Pangan Nusantara (Persero).
Regarding compensation, the regulation does not set a uniform national salary. Instead, manager income will vary based on the Regional Minimum Wage (UMK) of their specific assignment area, supplemented by allowances and facilities. The final determination of these components will be managed by Agrinas Pangan with approval from the Minister of Finance. Presidential Staff Chief Dudung Abdurachman noted that the regulation aims to accelerate the operationalization of KDKMP and ensure a sustainable supply chain for essential goods.
