Kosovo announces legislative program and completes regional Wi-Fi expansion

The Government of Kosovo has announced a legislative program for 2026–2028, aiming to pass over 200 draft laws. Key priorities include reforms in agriculture registration, accident investigation, anti-discrimination, and data protection. The Ministry of Foreign Affairs and Diaspora also plans to ratify several international conventions and extradition agreements, including one with France.

In digital infrastructure, the “Wi-Fi for Western Balkans” project has completed its rollout across 33 municipalities in Kosovo, covering 43 locations. Minister of Digitalization Lulëzon Jagxhiu reported that over 1.1 million connections have already been registered, with significant usage noted at the National Library in Prishtina.

Separately, the Legal and Political Studies Group (GLPS) has raised concerns regarding the draft law for the State Bureau for the Verification and Confiscation of Unjustified Property. GLPS researcher Liridon Salih warned that the bill contains legal ambiguities, particularly regarding its retroactive application and the specific categories of officials subject to investigation, which could lead to further challenges in the Constitutional Court.
