Kosovo legislative and digital reform initiatives

Overview

The Government of Kosovo has initiated a broad legislative program for 2026–2028, targeting over 200 draft laws across sectors such as agriculture, anti-discrimination, and data protection. Concurrently, the government has expanded digital infrastructure through the “Wi-Fi for Western Balkans” project, completing its rollout across 33 municipalities.

Legislative efforts have focused heavily on financial integration. Following the Assembly’s approval of amendments to the Law on the Prevention of Money Laundering and the Combating of Terrorism Financing (AML/CFT), the Central Bank of the Republic of Kosovo (BQK) has moved toward joining the Single Euro Payments Area (SEPA). The BQK intends to issue necessary regulations and finalize technical updates to align with European legislation before submitting an application to European institutions. Membership is expected to facilitate faster, lower-cost cross-border euro transfers, with potential annual savings exceeding 55 million euros.

In the realm of justice and anti-corruption, an OSCE report indicates that Kosovo’s institutions have made strides in handling organized crime and corruption through improved digital tools and the online publication of judicial decisions. However, the report notes that implementation remains inconsistent, citing challenges such as prolonged appellate procedures and difficulties with translated materials. Additionally, Kosovo’s Agency for the Prevention of Corruption (APK) was recognized at the European Network Against Corruption (EPAC) conference for its “School for Integrity and Corruption Prevention” project, which was ranked among the top five most innovative initiatives in Europe.

While these reforms progress, legal observers continue to raise concerns regarding specific bills, such as the proposed State Bureau for the Verification and Confiscation of Unjustified Property, citing potential legal ambiguities.
