Kosovo Assembly passes first reading of Specialized Chambers law amendment
The Kosovo Assembly has passed a draft law to amend and supplement the Law on the Specialized Chambers and the Specialized Prosecutor's Office in its first reading, receiving 91 votes in favor. The proposed changes, initiated by the Democratic Party of Kosovo (PDK), aim to reform the jurisdiction of the Specialized Chambers. Key provisions include narrowing the temporal jurisdiction to the period between July 1, 1999, and December 31, 2000, and limiting territorial jurisdiction to crimes allegedly committed within Kosovo. The amendment also sets a maximum prison sentence of 15 years, allows for appeals to the Kosovo Supreme Court, and permits convicted individuals to serve sentences in Kosovo or seek presidential pardons.
Prime Minister Albin Kurti expressed reservations, describing the initiative as rushed and noting that it had not been sufficiently analyzed. Meanwhile, the Democratic Party of Kosovo (PDK) has linked the approval of these amendments to the upcoming election of a new president. The legislative process has triggered significant political tension and public unrest. Protestors have gathered in front of the Assembly, with some activists warning of escalations if political agreements are not reached. Reports indicate instances of physical tension, including protestors preventing deputies from leaving the Assembly area.
