Kosovo President returns Special Chambers law to Assembly

Kosovo President Justina Shiroka-Pula has returned the law regarding the Specialized Chambers to the Assembly for reconsideration. This decision follows an official request from the Democratic Party of Kosovo (PDK), the law's original sponsor, to refine specific provisions.

The review focuses on the jurisdiction and mandate of the Specialized Chambers, as well as ensuring the constitutional rights of individuals being tried in The Hague. Key provisions of the law, which was previously approved on October 6, include limiting maximum sentences to 15 years of imprisonment, allowing for appeals to the Kosovo Supreme Court, the possibility of serving sentences in Kosovo, and presidential pardons.

The Legislation Commission has four weeks to prepare a report on the law for a plenary session. To re-approve the law and override the presidential veto, at least 61 votes are required in the Assembly. The European Union has welcomed the decision to reconsider the law but emphasized that it expects to be consulted on any further changes, noting that the mandate and independence of the Specialized Chambers must be fully respected.
