Kosovo restricts electric scooters to riders 18+, bans passengers

Effective today, Kosovo has tightened its road‑traffic safety law for electric scooters. Only persons aged 18 or older may operate a scooter, replacing the previous 14‑year minimum. Riders must wear a protective helmet at all times and use a reflective vest when riding at night or in low‑visibility conditions.

The law also limits speeds to 20 km/h on bicycle lanes and to 6 km/h on sidewalks, footpaths and mixed‑use routes. Carrying a second passenger on a scooter is prohibited; both driver and passenger can be fined for violations. Penalties include fines and a possible temporary confiscation of the scooter for up to 30 days. If a child commits an offence, parents or guardians are held responsible.
