Kosovo shows progress in anti-corruption and organized crime efforts

An OSCE report indicates that Kosovo's justice institutions have made significant strides in strengthening the handling of serious organized crime and corruption cases. While reforms have led to increased institutional ownership, improved digital tools, and better publication of judicial decisions—with 36 out of 41 monitored judgments published online—the report notes that implementation remains inconsistent in courtrooms.

Key challenges identified include prolonged procedures at the appellate level, inconsistencies in drafting indictments and judicial reasoning, and difficulties regarding access to translated materials. The report also highlights the need for better utilization of financial investigations, confiscation, and supplementary penalties.

In a separate development, Kosovo's Agency for the Prevention of Corruption (APK) was ranked second in Europe for innovation. The project, titled ‘School for Integrity and Corruption Prevention: Empowering Youth to Build a Culture of Integrity,’ was recognized among the top five most innovative initiatives out of 114 participating institutions during the European Network Against Corruption (EPAC) conference in Montenegro.
