Krakow allocates 10 million zł to purchase new municipal apartments
The city of Krakow will spend almost 10 million zł to buy new municipal flats from the primary market. Offers from owners and developers for apartments between 30 and 50 sq m – ready for occupancy or at the development stage – must be submitted electronically by 12 p.m. on 15 July. The procurement follows an open‑tender format and is aimed at expanding the city’s stock of social housing. Funding will be supplemented by the Fundusz Dopłat of the Bank Gospodarstwa Krajowego, which can reimburse up to 50 % of the purchase cost, and the transferred apartments are expected to be handed over to tenants by 14 October.
The move comes amid a nationwide decline in municipal housing. Statistics show that between 2002 and 2024 Polish gminas sold roughly 647 000 more apartments than they built, leaving the public‑housing pool at about 756 000 units. In 2025, around 10 000 municipal flats were sold, while only 1 644 new units were completed. A legislative proposal to end purchase discounts (bonifikaty) for municipal apartments was introduced to the Sejm on 15 May 2025, but progress has stalled, leaving the future of the subsidy regime uncertain.
