Poland ageing population and senior support

Overview

As of early September 2026, Poland is implementing several updates to its social security and pension systems. Following the Social Insurance Institution (ZUS) announcement, new monthly income thresholds for early retirees and pensioners took effect on September 1, 2026. The safe earnings threshold is 6,463.20 PLN gross, while earnings above 12,003.10 PLN gross may lead to a total suspension of benefits. Throughout September 2026, ZUS and KRUS are distributing the 14th pension in multiple installments. The full amount is 1,978.49 PLN gross, subject to a reduction mechanism for those with benefits exceeding 2,900 PLN gross. Financial surveys indicate a growing trend of seniors opting for bank transfers over cash deliveries. Legislative discussions and proposals continue to evolve. While lawmakers have inquired about lowering the widow's pension age from 50 to 45, new discussions in the Sejm have surfaced regarding a proposal to unify the retirement age at 62 for both men and women, though the Ministry of Family has not yet initiated formal legislative work on this. Additionally, the government is working on legislation to allow fathers to access the “Mama 4+” supplementary parental benefit if the mother is ineligible. To address the challenges of an aging society, the Polish government has established the Council for Senior Policy. Appointed by Prime Minister Donald Tusk and chaired by Marzena Okła-Drewnowicz, this 24-member advisory body includes scientists, NGOs, and trade unions. The Council is tasked with developing a Senior Policy Strategy to expand social services, promote the silver economy, and ensure the safety and dignity of older citizens. Looking toward 2027, the portion of a second benefit that can be combined with a personal pension is scheduled to rise from 15 to 25 percent on January 1, 2027.
