Poland expands senior, housing, demographic initiatives

Overview
In July 2026 Polish municipalities widened senior‑support, infrastructure and housing programmes while demographic pressure grew. Grants such as “Bezpieczna Polska Lokalnie” and Opole’s regional fund funded senior centres of about 50 participants each, and road works continued with the first 17.2 km of the Łódź‑Warsaw A2 widening, a €19.5 million upgrade of Opole road 458 and an €82 million reconstruction of Łódź road 484, all built for flood resilience, pedestrian and cycling lanes and new bridges slated for 2029. A 30‑unit soldiers’ block in Drawsko Pomorskie and the rebuilt Dęblin railway station were finished. Housing demand remained acute, with a municipal shortfall of roughly 596 000 units despite modular construction projected to exceed 7 bn zł by 2030. Kraków earmarked about 20 mn zł for new flats and 10 mn zł to purchase new‑build apartments, subsidising up to half the price. Immigration, especially from Ukraine and Belarus, accounts for about 3 % of housing transactions, easing shortages in Warsaw, the Tricity, Wrocław, Kraków and Poznań. The retirement‑age debate deepened. Minister Katarzyna Pełczyńska‑Nałęcz first suggested equalising the age for childless women at 65; later she floated a proposal tying women’s retirement to motherhood, allowing mothers to retire at 60 while childless women would retire at 65. Constitutional experts raised equality concerns and public polls showed strong opposition – 62 % reject the idea, with 49 % against linking retirement to having children. No legislation has been introduced. Demographically, an experimental GUS study confirmed a population of 38.8 million at the end of 2025, of which 2.3 million (≈6 %) are foreign‑born, three‑quarters Ukrainian. Municipalities with 15‑25 % foreign residents report low ethnic tension and note newcomers’ tax and school contributions.
