Kumamoto earthquake: 1,500 still in shelters two months later
Two months after the July 28 earthquake in Kumamoto Prefecture, which reached a maximum seismic intensity of 7, over 1,500 people continue to reside in 32 official evacuation shelters. The disaster has resulted in 38 deaths, including two suspected disaster-related deaths, and caused damage to more than 71,000 residential buildings.
Reconstruction efforts are underway, with some residents moving into 182 established emergency temporary housing units. Authorities plan to construct an additional 700 units by the end of the year. While the Kyushu Shinkansen line has fully reopened, significant infrastructure challenges remain, particularly in Yatsushiro where approximately 4,500 households report damage to wells.
A major concern for local authorities is the presence of 'invisible evacuees.' In Yatsushiro, an estimated 2,000 families are staying in damaged homes or vehicles rather than official centers due to privacy concerns or distance from agricultural land. To address this, officials are working to implement 'disaster case management' to ensure vulnerable populations, such as the elderly, do not fall through the cracks of the support system.
