Kumamoto earthquake relief faces language and health challenges
Following a magnitude 7.1 earthquake in Kumamoto Prefecture, concerns have emerged regarding the welfare of evacuees and the accessibility of information for foreign residents. A survey by Kyodo News revealed that while approximately 31,000 foreign nationals resided in the prefecture as of January 1, only three of 19 surveyed municipalities had established specialized information services for non-Japanese residents.
In response, some local governments have implemented targeted measures. Kumamoto City launched an emergency email service for foreigners, and Kikuyo, home to a Taiwan Semiconductor Manufacturing Co. plant, utilizes social media to provide information in simplified Japanese.
Simultaneously, the Japanese Red Cross Society has warned of potential health deterioration among evacuees due to prolonged stays in shelters or vehicles. While medical teams were dispatched more quickly than during the 2024 Noto Peninsula earthquake, officials remain concerned about the long-term physical impact on elderly residents staying in evacuation centers.
