Kurtulmuş outlines ‘Terror-free Turkey’ model and peace process

Turkish Parliament Speaker Numan Kurtulmuş has described the ‘Terörsüz Türkiye’ (Terror-free Turkey) model as a potential global example for conflict resolution and social integration. Speaking at an Anadolu Agency editorial meeting, Kurtulmuş highlighted the importance of the National Solidarity, Brotherhood and Democracy Commission, which held its first meeting on August 5, 2025.

Kurtulmuş emphasized that the commission’s work was characterized by high democratic standards, with nearly all political parties participating in its 21 meetings. He noted that the resulting report, reached through consensus, provides a legal framework to manage the process following the dissolution of the PKK/KCK and the laying down of weapons.

He clarified that the current process does not constitute a general amnesty, but rather involves individual case reviews by a specific board. Kurtulmuş stressed that the initiative maintains the fundamental principles of the state, including the unitary structure and the official language, while seeking to foster brotherhood and prevent future radicalization among youth.
