Kyiv prepares vulnerable residents for potential winter heating outages

Kyiv authorities are compiling lists of vulnerable residents to prepare for potential long-term heating outages caused by Russian attacks on energy infrastructure during the winter. Maryna Chonda, deputy head of the Kyiv City State Administration, stated that the initiative focuses on elderly individuals living alone, people with disabilities, and families raising children with disabilities.

The decision follows lessons learned from the previous winter, when officials discovered that many people with limited mobility, particularly internally displaced persons, were not living at their registered addresses. This discrepancy made it difficult for city services to identify those in need of assistance.

City officials are currently working across all districts to establish direct contact with at-risk residents to verify their actual locations and determine if they have alternative housing options. Kyiv is also in the process of identifying and preparing temporary accommodation sites to be offered to those in need once the lists are finalized.
