Overview

Ukraine is intensifying preparations for a critical winter heating season as Russian military activity against energy and digital infrastructure escalates. While authorities continue to fortify energy systems and decentralize production, the scope of Russian targeting has expanded to include telecommunications and data centers. On September 27, a strike hit the headquarters of Kyivstar, Ukraine’s largest mobile network operator, disrupting internet access for approximately 100,000 households. Since September 23, multiple data centers operated by providers including UTELS, Pavutyna, MiroHost, and DATAGROUP have been damaged or taken offline. On September 28, Russia launched a massive wave of aerial attacks targeting civilian infrastructure and residential buildings. Ukrainian air defense forces reported shooting down 109 of the 152 incoming targets. President Volodymyr Zelenskyy has characterized these strikes as ‘pure terrorism’ intended to break society. As of early October, officials warn of a systematic Russian plan to collapse the energy system using up to 1,000 missiles, drones, and bombs. This campaign targets thermal and hydroelectric power plants, heating facilities, and water pumping stations. Critically, the strategy reportedly aims to force the shutdown of Ukraine’s three operational nuclear power plants by targeting electrical switchyards located less than 1.5 kilometers from the reactors. Recent strikes on a major thermal power plant have already caused electricity and water outages in several Kyiv neighborhoods.
