Colombia has declared a national programmed natural gas rationing following a technical failure at the SPEC LNG regasification terminal in Cartagena. The incident, involving an unforeseen operational condition in one of the facility's four trains, has reduced the terminal's delivery capacity from 475 million to 400 million cubic feet per day.

The Ministry of Mines and Energy has established a strict priority hierarchy to manage the reduced supply. Maximum priority is assigned to essential users, including households, hospitals, schools, and mass transportation systems. Following essential demand, the government will prioritize thermal power generation and industries necessary for refinery operations. Other commercial users and large-scale industries will be subject to supply availability.

Industry group Naturgas noted that the contingency highlights the need for a more flexible energy system and increased domestic production or import infrastructure to prevent similar disruptions. The rationing is a temporary and preventive measure, with repair works at the SPEC LNG facility expected to last approximately seven days.
