Overview

The Colombian Ministry of Mines and Energy has implemented nationwide scheduled natural gas rationing following a technical failure at the SPEC LNG regasification terminal in Cartagena. The malfunction reduced the facility’s delivery capacity from 475 million cubic feet per day to 400 million cubic feet per day.

To manage the supply gap, the government established a priority hierarchy. Maximum priority is granted to essential users, such as households, hospitals, schools, and mass transportation systems. Subsequent priority is given to thermal power plants critical for electricity supply and industries supporting refinery operations. Other commercial and large-scale industrial users are subject to availability.

The incident underscores vulnerabilities in Colombia’s energy security and its increasing reliance on imported gas. While initial reports noted that imported gas accounted for approximately 39% of national demand in September, subsequent data indicated it represented roughly 34% of the supply as of August. The rationing remains in place to prevent a total shortage of essential demand while the country's sole regasification infrastructure addresses the technical issue.
