Ladakh leaders reject Ministry of Home Affairs draft proposals

Talks between the Indian Ministry of Home Affairs and Ladakh representatives ended without a breakthrough in Leh. The Leh Apex Body (LAB) and the Kargil Democratic Alliance (KDA) expressed dissatisfaction with the draft proposals presented by the Centre regarding constitutional safeguards and the structure of a proposed Union Territory-level elected body.

Activists and leaders, including Sonam Wangchuk, noted a “huge gap” between the government’s offer and the demands for a democratic setup, legislative assembly safeguards, and inclusion under the Sixth Schedule. Leaders also alleged that the Centre had backtracked on previous assurances, specifically concerning the powers of the proposed elected body and Article 371 protections.

The Ministry of Home Affairs has committed to providing a revised draft proposal. The Ladakh leadership plans to examine the current documents and submit a formal response by October 18. The next round of negotiations is scheduled to take place in New Delhi on October 22.
