Ladakh governance and constitutional safeguard negotiations

Overview

Negotiations regarding governance and constitutional protections in Ladakh have continued between the Indian government and local representatives. Following the 2019 creation of the Union Territory, groups such as the Leh Apex Body (LAB) and the Kargil Democratic Alliance (KDA) have demanded full statehood, job reservations, increased parliamentary representation, and inclusion under the Sixth Schedule to protect land and culture.

While the Centre has proposed measures such as Article 371(K) and a directly elected body with specific legislative powers, local leaders have rejected recent draft proposals from the Ministry of Home Affairs. Activists, including Sonam Wangchuk, identified a “huge gap” between government offers and local demands, alleging that the Centre has backtracked on previous assurances.

On October 15, the MHA presented a 32-page draft proposal in Leh, which the LAB and KDA subsequently rejected. The representative groups characterized the document as a “dilution of earlier assurances” and a “time-buying exercise,” according to LAB co-chairman Chering Dorjey.

Following the postponement of a meeting originally scheduled for October 22 in New Delhi, regional leaders claim the meeting did not occur because the Ministry of Home Affairs failed to invite them. In response, the LAB released five documents exchanged between May and October 2026, including meeting minutes and central government drafts, to provide transparency regarding the stalled talks. KDA co-chairmen Sajad Kargili and Asgar Ali Karbalai criticized the administration for allegedly undermining democratic rights and diluting local self-governance frameworks. Leaders have warned of potential public protests if the deadlock over legislative, executive, and financial powers remains unresolved.
