Ladakh leaders warn of protests over governance deadlock

Leaders from the Kargil Democratic Alliance (KDA) and the Leh Apex Body (LAB) have warned of potential public protests following the rejection of a draft governance proposal by the Indian government. The regional bodies accused the Ladakh administration of making unilateral decisions regarding the Ladakh Autonomous Hill Development Councils (LAHDCs) and reservation matters while negotiations for an empowered governance framework remain unresolved.

The Leh Apex Body has released five documents exchanged between May and October 2026 to provide transparency regarding the stalled talks with the Union Ministry of Home Affairs. These documents include meeting minutes, central government draft proposals, and joint counter-proposals from regional leaders. The release follows the postponement of a meeting originally scheduled for October 22 in Delhi, which regional leaders claim did not occur because the Ministry of Home Affairs did not invite them.

KDA co-chairman Sajad Kargili and co-chairman Asgar Ali Karbalai criticized the administration for allegedly undermining democratic rights and diluting existing local self-governance frameworks. The leaders are demanding a revised draft that guarantees full legislative, executive, and financial powers, alongside constitutional safeguards for the region.
