Storm No. 4 (Narra) is currently moving slowly in the Gulf of Tonkin, approximately 120-140 km southeast of Quảng Ninh and Hải Phòng. The storm maintains wind speeds of level 9 (75-88 km/h) with gusts up to level 11. It is forecasted to move toward southern Guangxi, China, potentially weakening into a tropical depression by August 27.

The storm's circulation has triggered heavy rainfall across Northern Vietnam and Thanh Hóa. Rainfall in provinces such as Lạng Sơn, Quảng Ninh, Bắc Ninh, and Hải Phòng has reached 180-380 mm, with local peaks exceeding 400 mm, including 547 mm in Hồng Hà and 520 mm in Mẫu Sơn. This has resulted in significant flooding, urban inundation in Hải Phòng, and severe landslides on national highways in Lạng Sơn, Bắc Ninh, and Cao Bằng.

In response, Yen Lap Irrigation Co., Ltd. has discharged water from all 50 reservoirs in Quảng Ninh to ensure dam safety. Authorities in Thanh Hóa and Lạng Sơn have implemented emergency measures, including evacuating hundreds of households from high-risk landslide and flood zones. Minister Trần Hồng Minh has issued directives to the Vietnam National Railway Group and the Vietnam Air Traffic Management Corporation to prepare for potential disruptions.
