LaNyalla Mahmud Mattalitti urges 4P partnership to boost PT PAL maritime TKDN

DPD member LaNyalla Mahmud Mattalitti visited PT PAL Indonesia’s shipyard in Surabaya on 28 July 2026. He called on the central government to adopt a consistent policy that prioritises domestic content in defence procurement, insisting that the navy and other maritime agencies should give preference to PT PAL to raise the TKDN (domestic component level).

Mattalitti proposed a Public‑Private‑People Partnership (4P) model that would link the state‑owned shipyard, private firms and local communities, including UMKM and regional labour, to create an inclusive maritime industrial ecosystem. He said he will forward these recommendations to the president and relevant ministries, and urged sustained state‑capital participation and regulatory reforms to improve fiscal incentives and legal protection for domestic maritime components.
