Latvian President warns of rising Russian hybrid threats to NATO

Latvian President Edgars Rinkevičs has warned of increasing Russian hybrid attacks against NATO, including sabotage, cyberattacks, disinformation, and drone incursions into airspace. While Rinkevičs stated that intelligence does not currently indicate preparations for a large-scale military operation against the Baltic states or NATO due to Russia's ongoing war in Ukraine, he emphasized the need for increased cooperation among Baltic leaders and Poland to counter these non-military threats.

In a related strategic analysis, the Institute for the Study of War (ISW) released a report examining a hypothetical scenario involving a limited Russian invasion of Narva, Estonia. The report suggests that rather than full-scale conquest, Russia might employ limited land and hybrid operations to create ambiguity. The goal of such an operation would be to paralyze NATO's decision-making process and create internal fractures within the Alliance, potentially causing members to hesitate before invoking Article 5 of the Washington Treaty.
