Estonian Foreign Minister Margus Tsahkna stated that invoking Article 5 could lead to a blockade of the Baltic Sea, which would sever the maritime connection between St. Petersburg and Kaliningrad and block approximately 60% of Russia's total oil exports passing through the region.
