The Lebanese Armed Forces reported that ongoing Israeli shelling, bulldozing, and combing operations are preventing the full deployment of Lebanese troops in the three designated pilot zones—Zawtar al‑Gharbiya, Froun and Srifa—agreed under a U.S.–mediated framework. The army said Israeli fire near Kfar Tebnit, Nabatieh al‑Fawqa and other villages is hindering the security handover and stopping displaced residents from returning. Specific damage cited includes the destruction of a water project in Markaba and the razing of olive trees and farmland around Aitaroun.

U.N. High Commissioner for Human Rights Volker Türk, during a visit to Beirut, said Israel’s actions could amount to war crimes, citing widespread damage, more than 4,300 deaths and around 12,200 injuries since the conflict reignited on 2 March, and the displacement of roughly 1.2 million people. He urged an immediate end to the occupation of large areas of southern Lebanon and to stop demolitions of civilian homes. Türk met with Lebanese President Joseph Aoun and other officials ahead of scheduled talks in Rome on the implementation of the June‑26 agreement, which also requires Hezbollah’s disarmament—a condition Hezbollah continues to reject, demanding unconditional Israeli withdrawal.
