Lebanon-Israel negotiations in Rome end in stalemate
The seventh round of US-mediated negotiations between Lebanon and Israel in Rome has ended in a stalemate. While Lebanese President Joseph Aoun noted progress regarding border issues and prisoner returns, the Lebanese delegation returned to Beirut without a confirmed date for an eighth round of talks or Israeli commitments to a ceasefire.
Disagreements emerged between the Lebanese political and military delegations regarding the scope of experimental zones. Ambassador Simon Karam has threatened to resign unless there are serious Israeli concessions concerning military withdrawal and the establishment of these zones. He also called for an end to Israeli demolition operations in occupied villages.
In the prisoner exchange discussions, the Israeli delegation proposed a deal for civilian prisoners but demanded information regarding the whereabouts of Ron Arad and the remains of Lebanese Jews missing from the civil war. Lebanese officials have characterized these demands as impossible to meet.
Despite the deadlock in Rome, the US State Department indicated that the next round of negotiations is expected to take place in Rome early next month. Implementation of the tripartite framework has begun, with the Israeli military having already withdrawn from the pilot region of Zawtar al-Gharbiya, allowing the Lebanese army to deploy there.
