Lebanon debates constitutionality of US‑brokered framework agreement with Israel

Legal experts explain that Lebanon’s constitution treats international treaties and agreements alike, requiring a two‑thirds cabinet majority for approval and allowing the parliament to be consulted but not mandating its vote. The discussion centers on whether the recent US‑mediated framework deal with Israel must be presented to the parliament, with references to articles 52 and 65 of the constitution.

Speaker of Parliament Nabih Berri stressed that the country must avoid street protests and maintain stability, calling the framework “an agreement of sedition.” He said he is ready for a settlement if the other side is willing, urging an international umbrella involving the United States, Saudi Arabia and Iran, and noting Hezbollah’s full withdrawal from southern Lebanon as part of the broader deal.
