Legal actions against former officials in Argentina and Ecuador

In Argentina, a national and international arrest warrant has been issued for Guillermo Heisinger, a former official under the Menem administration. Heisinger, a lawyer and former Undersecretary of Administrative Coordination at the Ministry of the Interior, is linked to the ‘Narcoarroz’ case, which involved an attempt to traffic approximately 40 kilograms of cocaine concealed in a shipment of rice.

Heisinger previously served over four years in prison starting in 2015 but was acquitted by the Federal Oral Court No. 5 in July 2020.

In Ecuador, former criminal guarantees judge Ángel Enrique T. V. has been sentenced to three years in prison for influence peddling. The Guayas Provincial Court of Justice issued the sentence, which includes a fine equivalent to ten basic salaries and $10,000 in reparations. The case originated from allegations that the judge requested verbal changes to precautionary measures for individuals held in preventive detention for robbery and kidnapping. He had been suspended earlier in 2026 after issuing a habeas corpus for a person linked to organized crime, an action deemed an inexcusable error by higher courts.
