Legal actions against officials in Argentina and Ecuador

Overview

Legal proceedings have targeted former officials in Argentina and Ecuador for corruption and criminal involvement.

In Argentina, a national and international arrest warrant was issued for Guillermo Heisinger, a former Undersecretary of Administrative Coordination at the Ministry of the Interior. Heisinger is linked to the ‘Narcoarroz’ case, involving the attempted trafficking of cocaine concealed in rice shipments. While he served prison time starting in 2015, he was acquitted by the Federal Oral Court No. 5 in July 2020.

In Ecuador, the Guayas Provincial Court of Justice sentenced former criminal guarantees judge Ángel Enrique T. V. to three years in prison for influence peddling. The court also imposed a fine and $10,000 in reparations. The sentencing follows allegations that the judge requested verbal changes to precautionary measures for detainees. He had been suspended earlier in 2026 after issuing a habeas corpus for an individual linked to organized crime, which higher courts described as an “inexcusable error.”
