However, experts note a potential gap between institutional planning and actual legislative production, suggesting that formal indicators may not necessarily guarantee effective citizen participation during the law-making process.

In Mexico, authorities in Yucatán are holding high-level discussions regarding the proposed General Law on the Rights of Indigenous and Afro-Mexican Peoples. Organized by the Secretariat of Culture and the Arts and the Institute for the Development of Mayan Culture, these sessions involve academics, legislators, and international jurist James Anaya. The goal is to ensure communities receive adequate information before the national consultation process, which includes 82 regional assemblies, to guarantee informed participation and legislative harmonization.
