As of August 2026, the Mexican Senate is preparing to prioritize a constitutional reform designed to guarantee the autonomy and self-determination of 70 indigenous and Afro-Mexican peoples. This reform seeks to strengthen the rights of more than 25 million people across approximately 16,728 communities. Under the proposal, communities would be permitted to define their own normative systems, election methods, cultural heritage, and territory defense. Furthermore, the reform would grant communities the right to manage federal budget resources directly through assemblies for infrastructure projects—such as water, electricity, health, and education—without intermediaries.

Regional assemblies have begun a process of prior, free, and informed consultation to shape the final project. At the state level, Puebla Deputy Elisa Limón Balderrábano has introduced an amendment to the State Law on Rights, Culture and Development of Indigenous Peoples to formally recognize and protect biocultural heritage, including traditional knowledge and native seeds.
