Liaoning Province Evacuates Over 170,000 Amid Record Flooding

Heavy rains associated with Typhoon Bawei battered Liaoning province, prompting the evacuation of more than 170,000 residents. The storm produced torrential downpours across 13 cities, with Shenyang experiencing a red‑level rain alert and water depths reaching up to two metres in some streets.

Authorities ordered citywide remote work for government offices and enterprises, halted all public transport, and suspended classes, shops and tourism venues. In Shenyang, a video showed a pedestrian apparently electrocuted while standing in floodwater. The province declared emergency response levels up to the highest tier in several counties and deployed flood‑control measures along the Liao, Hun, and other rivers.

The flooding disrupted traffic, submerged vehicles, and caused significant property damage, with reports of merchandise soaked and vehicles abandoned. Emergency services continued to monitor rising river levels as the rain persisted into the following day.
