Liberia to launch second national risk assessment on financial crimes

Liberia is set to launch its second National Risk Assessment (NRA-2) to strengthen defenses against money laundering, terrorist financing, and proliferation financing. Specialized working groups will conduct a nationwide data collection exercise scheduled to run from September to November 2026.

The assessment aims to address evolving risks posed by new technologies and increasingly sophisticated criminal methodologies that have emerged since the country’s first assessment in 2019. The process will focus on three primary pillars: national ownership, sustainable capacity, and actionable results.

Mohammed Ali Nasser, the Officer-in-Charge of the Financial Intelligence Agency (FIA), has been designated by the Inter-Ministerial Steering Committee as the Chairperson of the National Steering Committee. He will coordinate the process to ensure the final report provides evidence-based findings to the Intergovernmental Action Group Against Money Laundering in West Africa (GIABA).
