Lithuania considers diesel excise tax cuts to support logistics sector

Discussions regarding diesel excise taxes in Lithuania are intensifying as political leaders and economists weigh the impact of fuel costs on the national budget and the logistics sector. Virginijus Sinkevičius, leader of the Democratic Union ‘For the Sake of Lithuania’, has proposed a temporary reduction in the diesel excise tax if prices remain above 2.25 euros per liter for five consecutive days.

While acknowledging the potential strain on the state budget, Sinkevičius noted that high fuel prices drive the logistics sector to purchase fuel in neighboring countries like Poland to reduce costs. This phenomenon creates a ‘diesel paradox’ where higher domestic taxes may not lead to increased revenue, but rather to a loss of tax collection as consumers shift their purchasing locations.

Economic research indicates that while short-term fuel demand is relatively inelastic, long-term price elasticity is significantly higher due to changes in where fuel is purchased. Currently, Lithuania’s standard diesel excise rate is 553.60 euros per 1,000 liters, which remains higher than in neighboring markets.
