Baltic fuel price and taxation discussions
Overview
In Estonia, political figures and industry representatives have called for reductions in fuel excise duties and Value Added Tax (VAT) to mitigate the economic impact of rising fuel prices. Mihhail Kõlvart suggested that the state adjust its tax structure to stabilize prices, while Simmo Saar, chairman of the Estonian Automobile Owners Association, proposed lowering the VAT on motor fuel from 24 percent to 13 percent as a temporary crisis measure through the end of 2026.
In Latvia, the Saeima has approved amendments to lower excise tax rates for both diesel and unleaded gasoline to reduce the financial burden on citizens and businesses. Effective from October 1 through December 31, 2026, the diesel excise tax will be reduced by 16.7 percent (from 396 to 330 euros per 1,000 liters) and the unleaded gasoline rate will be set at 490 euros per 1,000 liters, an 11.7 percent reduction. Economy Minister Viktors Valainis noted that these changes may only be partially reflected in pump prices due to time lags. To offset the estimated 14.4 million euro impact on the state budget, the government plans to use surplus revenue from confiscated criminal assets.
In Lithuania, discussions regarding diesel excise taxes are intensifying. Virginijus Sinkevičius, leader of the Democratic Union ‘For the Sake of Lithuania’, has proposed a temporary reduction in the diesel excise tax if prices exceed 2.25 euros per liter for five consecutive days. Sinkevičius highlighted a ‘diesel paradox’ where high domestic taxes drive the logistics sector to purchase fuel in neighboring countries like Poland, resulting in a loss of domestic tax revenue. Economic research suggests that while short-term demand is inelastic, long-term price elasticity is higher as consumers shift purchasing locations.
