Lithuania introduces new apartment renovation and maintenance fee regulations

New regulations in Lithuania are changing how apartment building owners manage renovations and maintenance funds. To encourage timely building upkeep, monthly accumulation fee rates will now fluctuate based on the technical condition of the building. If a building is in good condition, rates remain unchanged; however, for buildings in average, poor, or critical condition, rates will increase by two, three, or four times, respectively.

Regarding renovation financing, state support covers 25% of costs specifically for energy-saving measures such as facade insulation, thermal piping, and windows. Since these measures typically account for approximately 70% of total renovation costs, the effective state compensation covers roughly 17–18% of the total project price.

Under the democratic decision-making principle used in Lithuania, a majority vote binds all owners to the financial obligations of a renovation project, regardless of whether an individual voted for or against the decision. Owners can avoid higher accumulation rates by proactively implementing long-term maintenance plans and accumulating funds over at least two years.
