Lithuanian apartment and heating regulations

Lithuania has introduced new regulations concerning apartment building management and energy usage.

Initial measures focus on renovation and maintenance, establishing a system where monthly accumulation fees fluctuate based on a building’s technical condition. Buildings in poor or critical condition face fee increases of up to four times the standard rate. To support energy efficiency, the state provides coverage for 25% of costs related to measures like facade insulation and thermal piping. Under these rules, a majority vote by owners binds all residents to renovation financial obligations.

Subsequent amendments to the Heat Economy Law establish a standardized heating season, typically running from October 1 to April 30. While the season may shift based on three-day temperature averages remaining below or above 10°C, apartment buildings with modernized or automated heat points can use a majority vote to deviate from the standard schedule. For buildings lacking such technology, municipalities will continue to set dates based on weather conditions.
